School choice plays an important role in education. Families deserve the ability to select the learning environment that best fits their children—whether that is a public school, private school, charter, microschool, or homeschool. No single model works for every student, and having options helps ensure that all children have the opportunity to thrive.

At the same time, it is important to consider how school voucher programs affect public education. While the idea of providing financial support for families to access private or alternative schools sounds like a great way to expand opportunity, the way these programs are often structured can create challenges—especially for public schools in underserved communities. The goal should be to expand choices for families without weakening the public education system on which so many students rely.

The Challenges with School Vouchers

School vouchers take public education funds—money that would have supported students in public schools—and redirect those funds toward private or alternative school tuition. While this can help some families access new opportunities, it can also create unintended consequences.

1. Public Schools Lose Crucial Funding

Public schools are funded based on enrollment, so when students leave using vouchers, funding follows them. However, the costs of running a school do not decrease at the same rate. Schools still have to cover teacher salaries, building maintenance, transportation, and student services, even with fewer students. Over time, this can lead to larger class sizes, fewer programs, and fewer resources for students who remain in public schools.

2. Vouchers Do Not Make Private School Accessible for All Families

Many private schools have tuition that far exceeds what vouchers provide. For families who cannot afford to cover the difference, vouchers do not create a real option. In many cases, the families who benefit most are those who already have the means to access private education, rather than those who need the most support.

3. Different Levels of Accountability

Public schools are required to meet state and federal education standards, ensuring oversight on curriculum, admissions, and student outcomes. Many private schools, however, are not held to the same regulations, even when they receive voucher funding. Some have admissions policies that can make it harder for students with disabilities, behavioral challenges, or limited English proficiency to enroll. This creates an uneven system because public schools serve all students, while some private schools have more selective criteria.

4. Limited Options in Rural and Underserved Areas

In many communities, private school options are limited or nonexistent. In these areas, public schools are often the only choice, yet vouchers still divert funding away from them. This can lead to school closures, fewer resources, and less support for students—particularly those in low-income or rural communities.

A More Balanced Approach to School Choice

There are ways to support school choice while also ensuring that public schools remain strong and well-funded. Some ideas to consider:

• Prioritizing Public School Funding: Public education is the foundation of our communities, and ensuring that it is well-funded benefits all students, regardless of where they go to school.

• Exploring Equitable Funding Models: If voucher programs are used, they could be funded separately rather than pulling from public school budgets. This way, families have access to more options without creating gaps in public education funding.

• Ensuring Fair Oversight: Schools that receive public funds—whether public, private, or charter—could be held to similar standards for admissions, curriculum transparency, and student outcomes. 

• Encouraging Collaboration Between Schools: Rather than operating in competition, public, private, and alternative schools can work together—sharing resources, professional development, and best practices to benefit all students.

Expanding Opportunity While Strengthening Public Schools

Instead of an either-or approach, there is a way forward that supports choice while also strengthening public education for the students who rely on it the most.

Ultimately, the goal is not just having more options—it is ensuring that every child has access to a high-quality education, no matter where they learn.
